MFAT is seeking Registrations of Interest (ROI) from suitably qualified and experienced organisations or consultants (including consortia) to undertake a three-month inception period contract, during which the successful supplier will (a) finalise the design, including technical requirements and documentation of the full five-year programme; and (b) provide ECE management and technical advisory services.
MFAT plans to undertake a two-stage procurement process for this initiative. Stage One consists of an open ROI that will confirm the level of market interest in the initiative and enable the shortlisting of suitable Respondents for Stage Two. Stage Two, which will be confirmed following Stage One, is likely to involve a closed Request for Proposal (RFP) process for Respondents shortlisted from Stage One.
NOTE Pre-Conditions: a) Must be established or willing to establish (or have existing subcontracted partners) in Dili by January 2021.
b) Willing to provide personnel (or recruit TA/alternative method) to fill the following roles: Programme Director; Finance Manager; ECE Curriculum Specialist; Monitoring & Evaluation Specialist; Playground Construction Manager. [Where possible, personnel should be Timorese nationals with fluency in Tetun and at least one other language spoken in Timor-Leste.]
