Strategic Energy Management Consultant

1.2 THE EXPRESSION OF INTEREST (EOI) REQUEST - BRIEF

SSROC is seeking to engage a suitably qualified, experienced energy management consultant to provide strategic, tailored, innovative solutions based on commercial perspective, technical expertise and data on the procurement of electricity including renewable energy for a group of local government councils in New South Wales.

The consultant will provide services including (but not limited to) the following:

• Design and Advice on a tailored regional electricity contract models including standards grid power, renewable power purchase agreements (PPA) and large-scale generation certificates (LGC’s).

• Assist and advise with the SSROC procurement process and preparation of RFP and/or tendering documentation.

• Develop risk mitigating contract strategies to meet the requirement of councils to achieve their carbon emission targets and efficiencies.

• SSROC procurement technical advisor, data analyst, commercial risk analyst with accurate supporting documentation.

• Provide support and assistance in preparation of technical information and documentations for tendering and communications with participating councils.

• Provide responses to requests for information, technical enquiries from participating councils and tenderers.

• Facilitate the early engagement of the energy market.

• Provide analysis on large-scale renewable energy purchasing options vs business as usual.

• Assistance in the procurement process and contract commercial negotiation technical due diligence on offers received.

• Analysing, evaluating technical tender responses and preparing a report to assist the evaluation panel.

• Preparation of recommendation report .

• Assistance to post tender and on going contract related enquiries.

• Assist with account migration and issues arising during the contract period
