Background

The Public Transport Authority (PTA) is responsible for the operation of all train, bus and ferry public transport services in the greater metropolitan area under the Transperth brand. PTA also operate regional services for coach, rail and school bus services. In addition to operating these transport services, we design, build and maintain public transport infrastructure and protect the long-term viability of Western Australia’s rail corridor and railway infrastructure.

The PTA provides comprehensive services to meet the performance requirements of various locations within the Urban Railway Network, including PTA stations, depots, facilities and buildings. Our Network & Infrastructure (N&I) division manages and upgrades the urban railway infrastructure. Within N&I, the Facilities & Infrastructure (F&I) branch is responsible for maintaining the safety, amenity, serviceability, function and aesthetics of station infrastructure within the urban rail network. This tender is for the ongoing requirements of F&I to maintain such infrastructure, primarily using high-pressure water cleaning services. 

The PTA allocates significant value in the aesthetics and cleanliness of all stations across the network for its customers and looks to provide a safe, reliable, integrated and efficient transport services. Services will be subject to station cleanliness, regular PTA inspections, access to stations, monetary budget and other discretionary influences.

These services shall be based on After Hours (night shifts) only. Generally no services are expected during normal network operating hours other than emergency services.

Understanding the planning, station requirements, access and acute operational timeframe of these services is a critical component of the service delivery in this Contract.

 

Scope of Services

The Scope of Services will provide for both high-pressure and low-pressure cleaning as required for the circumstances, including various temperatures for the cleaning of train station, bus interchange infrastructure and structures such as the removal of dirt, dust, cobwebs, chewing gum and debris.

Previously most stations were anticipated to be cleaned annually, whereas PTA now expects cleaning will be based on ‘as-required’ basis. The PTA may look to change some stations to a more regular planned maintenance schedule in the future subject to scheduling and budget constraints at the time.

Unscheduled (Ad hoc) work on other locations and assets like depots and training centres or regional structures may also be issued under this contract on an ‘as-required’ basis.

Cleaning services shall allow for the correct and recommended cleaning processes and procedures of the various material and product types and importantly, shall make full allowance for the protection of PTA assets from electrical, mechanical and infrastructural assets to public art works at each station or facility.

Contract Services are expected to be provided over a four (4) year period with a one (1) year extension option.
