Tender Description
Carpentaria Shire Council (the Principal) recognises the opportunity to reduce operational costs and environmental impact via the installation of behind-the-meter solar photovoltaic (PV) power systems at its facilities. An assessment of Council’s major facilities has identified the preferred size of solar system to be installed at each site based on its electrical load and roof availability.
The Principal requires the Contractor to design, supply, construct, install and commission solar power systems totalling a proposed 340kWp capacity to be installed across the nine sites as set out below.

- Karumba Sewage Treatment Plant
- Glenore Weir Intake Pump
- Karumba Reservoir Pump
- LWBDC Interpreter Centre
- Karumba Pool
- Normanton Office
- Normanton Swimming Pool
- Normanton Depot
Council will enter a contract to install solar systems that are optimised for each site and which may differ the proposed system sizes outlined above.
The Contractor’s scope of works includes, but is not limited to:
(a) Site investigations to verify suitability of all proposed systems, including structural and safe access investigations
(b) Design and Documentation
(c) Construction Management
(d) Structural certification
(e) Approvals Consents and Licences
(f) Supply and Installation of turnkey solar power system and monitoring
(g) Testing and Commissioning
(h) Performance testing
(i) Provision of system warranties, maintenance and servicing throughout the Defects Liability Period
Each work element is described in detail in the Technical Specification document.
The project delivery must be completed as soon as practical and achieve Practical Completion no later than 30 June 2021. Unless the Superintendent directs otherwise, the project delivery shall be consistent with the Works Program submitted with the Contractor’s tender.
