Tender Description
Transport for NSW (TfNSW) will be seeking Registrations of Interest (ROI) from pre-qualified contractors with TfNSW to provide design and environmental assessment services (D&E Services) for the Great Western Highway Upgrade Program between Katoomba and Lithgow.
Participation in this ROI process will be open to companies registered in all the following categories of the Technical Services Registration Scheme:
- Complex Road Design
- Complex Bridge Design
- Environmental Impact Assessment Project Review of Environmental Factors (REF).
The D&E Services will be divided into the following two packages:
D&E Services East, comprising the following projects in the corridor between Katoomba and Mount Victoria:
- Katoomba to Medlow Bath
- Medlow Bath to Blackheath.
D&E Services West, comprising the following projects in the corridor between Mount Victoria to Lithgow:
- Little Hartley to River Lett Hill
- Including Cox’s River Road as a separate project
- River Lett Hill to Forty Bends (including Jenolan Caves Road Intersection)
- Forty Bends to South Bowenfels.
Due to the nature of the interface along, above and inside the railway corridor, Authorised Engineering Organisation (AEO) accreditation will be a mandatory requirement for the East package design services only.
The scope of the D&E Services East includes:
- Concept Designs for Katoomba to Medlow Bath and Medlow Bath to Blackheath
- A single Project REF for the corridor between Katoomba and Blackheath, excluding Medlow Bath (which is being procured separately).
The scope of the D&E Services West includes:
- Reviewing and updating the existing Concept Designs to Final Concept Designs for each of the projects with the potential to then progress some or all of the projects to 20% Detailed Design in the West
- A single Project REF covering all of the projects in the West.
The D&E Services (East and West) will be procured through a two-stage process.
Stage 1 will be a Request for ROI, which will include the release of the Request for ROI, submission and evaluation of ROIs, and selection of up to three shortlisted respondents for each package.
The Request for ROI will allow respondents to bid for one or both of the East and West packages, but successful respondents will only be shortlisted to participate in the Request for Tender (RFT) process for either East or West, not both.
Stage 2 will be the RFT and awarding the Professional Services Contracts, which will include the release of the RFT to shortlisted respondents, evaluation of Tenders and selection of two successful Tenderers to be engaged under the proposed Professional Services Contracts for the East and West D&E Services.
There will be a separate RFT for both the East and West packages, which will be run in parallel.
