Landgate Problem and Opportunity Statement

Landgate Building – 1 Midland Square, Midland WA 6056

 Problem
Landgate no longer requires the scale of the existing accommodation footprint, and the opportunity exists to optimise the future use of the building and Landgate’s future accommodation in Midland.

Opportunity
The State Government is seeking innovative solutions to optimise the future use of the Landgate Building (1 Midland Square) and Landgate’s future office accommodation within Midland.

Offers to provide alternative accommodation options for Landgate in Midland, and/or acquire the Landgate Building will be considered, in order to determine the optimal future use for the land, maximise the potential benefits to the Midland locality and deliver the best potential return and value for money to Government.

Innovative submissions are invited from industry, which may include, but are not limited to, the following scenarios:

Scenario 1 – Freehold sale of 1 Midland Square, including partial leaseback to the State totalling between 6,500 to 8,500 m2 (subject to completion of base build upgrades)

Scenario 2 – Freehold sale of 1 Midland Square, including partial leaseback to the State totalling between 11,500 to 13,500 m2 (subject to completion of base build upgrades)

Scenario 3 – Freehold sale of 1 Midland Square, subject to vacant possession.

Scenario 4 – Offer of alternative lease option to accommodate Landgate’s office requirements within Midland.

All offers and supporting commercial terms will be considered in the context of the POS objectives and POS Assessment Criteria.

What are Problem and Opportunity Statements (POS)?

  • POS are a flexible mechanism released by the Minister for Finance in March 2020 within the revised Market-led Proposals (MLP) Policy.
  • POS allow government to provide focussed opportunities, inviting industry to respond with innovative solutions.
  • POS effectively replace Stage 1 of the MLP process and will be assessed against the criteria of the MLP Policy
  • POS retain the rigour and independence of an evaluation process supported by the probity principles of the MLP Policy.


POS Assessment Criteria

POS are addressed against five criteria of the MLP Policy:

  • Strategic alignment – proposals align with government policy objectives and priorities.
  • Public interest – proposals have significant social, environmental, economic or financial benefits for Western Australians.
  • Value for money – proposals represent value for money for Western Australians and are affordable in the context of budget priorities.
  • Feasibility and capability of being delivered – proposals are feasible and the proponent has the financial and technical capacity, capability and experience to deliver the outcomes successfully.
  • Risk - any financial, reputational, political, and/or security risks to government from the proposal are acceptable and there is an appropriate allocation of risk between the proponent and government.
