Tender Description
This call for EOI is the first stage of a three stage competitive process which will result in the selection of a successful respondent to complete the design and construction of the facility. An outline of the competitive process is contained in section 3.
The purpose of this call for EOI is to:
• inform prospective respondents of relevant information concerning the stages of the competitive process and the NT Government's outcomes from this process;
• invite prospective respondents to submit an EOI to participate in the competitive process; and
• shortlist respondents to proceed to the next stage of the competitive process.
The NT Government is seeking, through this competitive process, a respondent to finalise the design and undertake the construction of the facility.
The NT Government has identified the following potential work packages required for the design and construction of the facility:
• Detailed design
• Independent engineering verification
• Independent financial verification
• Dredging and reclamation
• Marine civil works
• Marine armour protection supply and/or installation
• Marine mechanical assets supply and/or installation
• Land side civil works, infrastructure and surfacing
• Security and utilities
• Corrosion protection systems
• Equipment
o SPMT
o Ship lift mechanics
o Ship lift platform
o Trestles
o Navigation Aids
There may be advantages to removing one or more of these packages, or other packages as identified by respondents. This could result in the NT Government suppling specific equipment or materials to the successful respondent or the NT Government managing specific work packages outside of the appointment of a successful respondent to deliver the project.
Respondents are expected to provide an outline of their proposed delivery model, including preferred packaging of works and responsibility for the delivery of packages. Respondents should identify the associated costs or savings, timing implications, interface risks and mitigation strategies associated with their preferred packaging option.
The NT Government is open to all packaging options or alternative delivery methods to best deliver the project.
Following the consideration of all responses the NT Government will make a determination as to the final delivery model, packaging and future procurement approaches.
If the final packaging of the works results in the NT Government supplying equipment or materials to the successful respondent or undertaking work packages outside of this EOI process, the NT Government may undertake additional procurement activities to source such equipment, materials or providers.
