Tender Description
Randwick City Council (RCC) is seeking tenders for the supply of a reliable and cost-effective Human Resource Management System (HRMS) for an organisation of approximately 880 to 900 permanent, casual, seasonal and temporary employees.
Functionality will cover core HR functions of organisation, position, employee and conditions; payroll; talent management and time and attendance. Human Resources (HR) and Payroll is currently a hybrid of automated, manual and hard copy processes for managing work.
The successful supplier will be required to provide suitable products and services to deliver an HRMS solution.
In addition, the following services are required from all tenderers:
- Project management
- Implementation services
- Support and maintenance
- Training services
Council expects firm fixed price Tenders including all costs associated with the implementation and support of the HRMS system over the contract term.
Council wishes to identify the solution which has the best fit to its defined business requirements; and select vendor/s who will work with Council to implement the system in accordance with agreed business requirements.

The lowest or any tender may not necessarily be accepted and any action or contact that may be considered as an attempt to influence a decision of Councillors or Staff shall disqualify the relevant tender.
