Requesting solutions to shape the requirements for a secure web-based content management system

⁠⁠⁠The agency is seeking to inform the replacement of an existing Content Management System (CMS) website, primarily used to store, access and disseminate information to external government customers of ONI’s Open Source Centre.

Agency teams and their customers require a secure platform, and associated tools, to enable a range of functions, including: user registration and approval workflow; content authoring and publishing workflows; searching; browsing, downloading documents and files; subscribing for updates/products; user account management; system logging & reporting; and user & system administration.

The replacement solution must incorporate user centered design and user experience design, to deliver positive usability and user engagement.

The target-state solution must meet the requirements for PROTECTED system certification in accordance with the Australian Government Protective Security Policy Framework (PSPF) and the Information Security Manual (ISM).

The information being sought by this RFI has been identified by ONI as important for planning purposes in relation to delivering the replacement solution. A respondent who receives this RFI is under no obligation to respond and any response that is provided is submitted on a voluntary basis. Respondents should nevertheless be aware that ONI may use this RFI (and responses received) to shortlist suppliers for a future procurement process.
