Tender Description

The Across Government Facilities Management Arrangements (AGFMA) is the mechanism by which the South Australian Government (the Government) ensures over 5,000 government-owned facilities around the state are properly maintained so that they remain safe and fit for purpose for the delivery of the essential community services they support. This includes schools, hospitals, prisons, police stations and most other government buildings.

Services within the AGFMA are currently delivered under the management of Facilities Management Service Providers (FMSPs), including the Department for Infrastructure and Transport (the Department) and a contracted private sector provider. The Department is the lead agency responsible for management of the AGFMA, which coordinates the use of these arrangements with over 30 other Government agencies covered by it. Each year, there are over 200,000 maintenance work orders completed. 

Under the future model, the administration and works coordination role will be entirely met by specialised external Facilities Management Service Providers, who bring the benefits of modern, best-practice systems and processes.

Importantly, in the future model, the fulfilment of maintenance work orders will continue to be performed by South Australian private sector contractors, including the same contractors that deliver trade services across the State today.

The Department are commencing the formal market process to appoint appropriate FMSPs to provide facilities management services for South Australian Government owned facilities across South Australia with the commencement of this Expression of Interest (EOI). The purpose of this EOI Stage is to shortlist interested parties on their capability and capacity for participation in an Invitation to Supply (ITS). 

Access to Supporting Information

To inform the EOI process, the Department will be making available the use of an electronic Data Room. In order to access the EOI documentation interested parties must complete:

1.    A Registration Form.

2.    A User Access Form For the Data Room.

3.    A Non-Disclosure Deed.

These documents are attached to this EOI notice, interest parties must complete and submit these forms via email to DIT.AGFMADelivery@sa.gov.au by no later than 4:00PM (Adelaide Time) 15 October 2020 in order to be granted access to the electronic Data Room and the information it contains.

Note: The Non-Disclosure Deed (NDD) relates to confidential information disclosed at any time during the process. An additional NDD will only be required if additional organisations are included in the team.

Industry Briefing

To support the EOI process, the Department will conduct an optional Virtual Industry Briefing for Interested Parties. The purpose of the briefing will be to provide details in respect to the Future AGFMA and provide an opportunity for potential Interested Parties to ask question in respect of any aspects of this Invitation. Bidders are under no obligation to participate, absence from this briefing will not affect consideration for the tender process, including the ITS process.

The Virtual Industry Briefing will be facilitated via Microsoft Teams:

Please note due to technological restraints, attendance is limited to two (2) representatives per organisation. Further, only registered organisations that have executed the Non-Disclosure Deed will be able to attend the Industry Briefing.

EOI Submissions

EOI submissions must be submitted via the electronic Data Room in line with the instructions available in the Data Room. EOI submissions must be received by no later than 2:00pm (Adelaide Time) Tuesday 20 October 2020.
