North East Water is seeking suitably qualified and capable contractors to act in the capacity of Principal Contractor to detail the final design and construct a sewage pump station and transfer main in the township of Beechworth, Victoria.

The upgrade of the sewage system involves:

• the installation and commissioning of a new sewage pump station wet well, building, pumps and all associated civil, structural, mechanical, electrical, control and automation works; and
• the supply and installation of the sewage transfer main; approximately 2km of pumped rising main, a transfer structure and a 2.3km gravity outfall main to the existing Beechworth Wastewater treatment Plant.

The project context is diverse and challenging; requiring construction in undulating terrain and constricted spaces, micro tunnelling within the ‘unrippable’ Mt Pilot granite and excavation and boring in Parks Victoria land and residential streets with heritage sensitivities.

The project will require capable multidisciplinary contractors with proven experience delivering similarly complex projects, particularly those involving difficult ground conditions (hard rock), environmental sensitivities and stakeholder liaison.

North East Water has completed a prescriptive preliminary design and associated background studies that will be issued as part of an RfT to the open market seeking to engage a Principal Contractor under a design and construct contract to deliver this project.

North East Water requires a Principal Contractor that must have a supplier management system that is fully certified by a certifying body against one of the standards / assurance systems listed by both the Department of Treasury (DTF) & Finance and Worksafe

Tenderers must have one of the following approved OHS assurance systems that is independently certified/audited for currency, to be considered eligible to participate in this tender:

(a) ‘Safety Map’;

(b) AS 4801 2001: OHS Management Systems;

(c) Civil Contractors Federation Management Code;

(d) Australian Government Building and Construction WHS Accreditation Scheme; and

(e) ISO 45001 2008 Occupational Health and Safety Management Systems.

North East Water encourages Contractors to undertake the DTF’s prequalification process to enable registration for construction and/or construction related services on the Construction Contractors Register. The Victorian Government and Public bodies such as North East Water may use the Construction Contractors Register to create shortlists of Contractors to invite to submit tenders for Public Construction and Construction Related Services.

Please be aware North East Water will not be engaging individual suppliers for this project, purchasing of components and products will be completed by the Principal Contractor who will be the successful tenderer, winning bidder details will be uploaded to the Buying for Victoria Website post tender evaluation.
