The Expression of Interest (EOI) is for the Main Works Package for the International Centre of Training Excellence (ICTE) Project for Blacktown City Council’s Transformational Projects as part of a two stage select tendering process.
Blacktown City Council (Council) is committed to undertake key Transformational Projects to achieve the outcomes in its 2036 Strategic Plan. This Strategic Plan is the result of 2 years of community feedback and consultation and complements the State Government’s longer-term plan for Western Sydney. The International Centre of Training Excellence (ICTE) in Blacktown International Sportspark is one of Blacktown City Council’s Transformational projects.
The Blacktown International Sports Park (BISP) is located on Eastern Road, Rooty Hill, just 1 kilometre from Rooty Hill Train Station, 10 minutes from the Blacktown CBD and 40 minutes from Sydney CBD. It covers 58 hectares of land and is one of Australia’s most active sporting precincts. Since the development of the site for the 2000 Sydney Olympic Games, the Sportspark has continued to thrive, boasting first class sporting facilities for athletics, Australian rules, baseball, cricket, football, professional goalkeeping development and softball.
A new master plan has been prepared to develop the BISP site to deliver major economic, employment and social benefits for the people of Blacktown. Given its size and strategic location, the Council is of the view that the site can be support both sportspeople and the wider community to maximise health, performance and rehabilitation outcomes with world class facilities and services in a ‘one stop shop.’
Scheduled to open in the second half 2022 the ICTE will be the centrepiece for BISP and reinforce Blacktown as the sporting capital of Western Sydney.
It will serve local, representative and community sportspeople; elite and sub-elite athletes; international and national teams; and, the wider community’s health needs. Access to the highest level of training, physiotherapy, imaging, recovery, rehabilitation, education, catering and sports science research facilities and services will be provided. In addition to the ICTE BCC will upgrade existing facilities within BISP including landscaping, roads and turf field.
The project includes the construction of the following key components:
• ICTE Building (approx.. 6500m2) including:
• Multi-purpose hall
• Aquatic recovery facilities
• High performance strength and conditioning facility
• Environmental chamber
• Café and function facilities
• Internal Fit out
• Tenant Fit-Out
• Turf Field
• Synthetic Field
• Road and Services Works
• Landscaping Works
• Accommodation Building and Facilities (approx.. 2000m2)
• Upgrade to Existing Facilities
This Expression of Interest seeks to identify and short-list a panel of suitably-experienced and qualified construction contractors capable of undertaking the Main Works.
The successful Contractor for the Main Works will be engaged under a traditional Lump Sum, Construct-only AS 4000-1997 Contract (amended) which will be shared at tender stage (Construction Contract) together with documentation drawings and specifications.
The Council may carry out an Early Works package incorporating road and services works. The contractor must coordinate and cooperate with the contractors engaged by Council to carry out the Early Works, as well as any other contractor engaged by the Council for the project.
