The purpose of this RFP is to invite suitably qualified Contractors to undertake the development of a mobile application for the new Forest Loop Great Ride to support storytelling, interpretation and wayfinding information in a contemporary and interactive way.
With the help of the Ministry of Business, Innovation, and Employment's Provincial Growth Fund, Rotorua Lakes Council is currently undertaking improvement works within the Whakarewarewa and Tokorangi Forests.
The Whakarewarewa and Tokorangi Forests are Treaty-settlement lands. The land is owned by CNI Iwi Holdings Ltd, and managed for public recreational access by the Rotorua Lakes Council. The traditional iwi associated with the land are Ngati Whakaue and Tuhourangi Ngati Wahiao (both members of CNI Iwi Holdings Ltd). This is a partnership project between CNIIHL and Council.
As part of the overall project, we are developing the Forest Loop, a 35km (approx.) mountain bike track that circumnavigates the forest. It is a loop for mountain bike riders who have a medium level of fitness but who may have little technical skill. The track is being constructed to New Zealand Cycle Trail (NZCT) Grade 2 standards, with the aim of being certified as an NZCT Great Ride. The key outcome being sought is to provide a really fun and memorable Great Ride trail that showcases a classic Rotorua mountain biking experience, including Redwood Trees, geothermal features, Maori culture, and stunning views. It is envisioned it will take most people 3 - 6 hours to complete, but some will choose to do it over multiple days. The track takes advantage of natural viewpoints. A part of being a NZCT Great Ride is not just the quality of the riding but also the standard of the overall experience of the ride, including the ride's story, ease of way finding, supporting activities, etc.
Council is currently working with mana whenua to establish the stories that they want to share across the Great Ride. The purpose of this Request for Proposal is to call for proposals from suitably qualified Contractors with experience in App development for creation of an App for the Forest Loop. The purpose of the App is to support storytelling, wayfinding and sharing of information in the Tokorangi and Whakarewarewa forests. However, there is an expectation that it would also have capacity to be used across other Council developments.
Ideally, this work would be completed as soon as practical, and able to be released by late October 2020. However, it is up to the applicant to propose a realistic timeframe for the development.
