Transport for NSW invites Registrations of Interest (ROI) for a Managing Contractor to design and deliver the Ferry Wharf Upgrade Program – Package 3 (The Program).
This ROI Invitation sets out the conditions for submitting an ROI, provides Applicants with information regarding the ROI process and the scope of the proposed Program and sets out the process and criteria for the selection of a Short-list of Applicants who may be invited to provide detailed submissions in response to a Request for Tender (RFT) document.
The Program is being delivered as part of the NSW Government’s Transport Access Program (TAP). The TAP is an initiative to provide a better experience for public transport customers by delivering accessible, modern, secure and integrated transport infrastructure.
The Program is currently considered to involve upgrades to seven (7) wharves in Sydney Harbour in two waves. The ROI covers the first wave of these works, with the potential for other projects to be added or removed from the framework at Transport for NSW discretion.
Wave 1 – currently funded:
• North Sydney (construction only)
• South Mosman
• Taronga Zoo
Wave 2 - pending funding:
• Darling Point
• Double Bay
• Watsons Bay
• Greenwich Point.
A two-stage procurement process is proposed for selection of the Managing Contractor.
Stage 1 - Registration of Interest - Stage 1 comprises the release of this ROI Invitation, submission of ROIs to register Applicants’ interest, evaluation of ROIs and selection of two or three Short-listed Applicants. The Short-listed Applicants will be invited, as Proponents, to respond to a Request for Tender as potential Managing Contractors to deliver the Program.
Stage 2 - Request for Tender and awarding the Managing Contractor Contract - Stage 2 comprises the release of an RFT to Proponents, evaluation of Tenders and selection of the Managing Contractor from the proponents to be awarded the Managing Contractor Contract. During Stage 2 Proponents will be expected to engage with a designer and prepare design methodology and a lump sum design price for South Mosman and Taronga Zoo Wharves.
Prospective applicants will need to complete, sign and return the confidentiality deed (in accordance with the instructions in that deed) prior to being given the passcode to access the ROI documents.
All applicants must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).
