Woodside has a range of projects that may require power management systems

General Scope of Works:

•  Provide an energy management and control system with the following capabilities:

1.  Operator interface displays of single line representation of the whole electrical network in real time;
2.  Operator interface control to open/close individual electrical switches;
3.  Maintain the safety and stability of the overall power network during normal operating modes and transient events (e.g. Fast Loa Shedding, Motor Start Inhibit, Spinning reserve monitoring);
4.  Operator interface to control generators via 3rd party generator control panel;
5.  Integration of Battery Energy Storage control system (3rd Party).
6.  Data acquisition, trending and reporting of alarms and status of the electrical network;
7.  Protection relay configuration, parameter setting and resetting;
8.  Protection event capture and fault recording for protection relays;
9.  Sequence of Event recording; and
10.  Training simulation environment

•  The system shall be compliant with IEC 61850 Communication networks and systems for power utility automation. GOOSE protocol shall be used for timecritical communications.
•  The system shall interface with the Basic Process Control System, Generator Control Panels, Battery Storage Control System, Switchgear IEDs, transformers, variable speed drives, and UPS systems.
•  The system architecture shall be designed with redundancy such that a single point of component failure cannot cause loss of electrical control.
•  The system functionality shall be available to operators at the offshore location, and via a fibre link to an onshore control room.

Pre-Qualification Requirements:

•  Must have minimum 5 years’ experience in supply to the oil and gas industry.
•  Must have a list of past project experience and preferably in delivering to offshore Projects in Australian waters.
• Must have an ISO quality system and OSHAS or similar certifications.
• Must have storage capability for the manufactured products.
