The scope of the contract is for the provision of services to plan, manage and deliver the Surfers Paradise Beachfront Markets (SPBM) from 1 July 2020. The Contractor must be available for handover including shadowing current SPBM staff from 1 June 2020.

The SPBM operate every Wednesday, Friday and Sunday, excluding Queensland Schoolies Week (generally the third week of November) and Christmas Day if it falls on an operating day. No other Public Holiday closures apply.

The regular SPBM operate along the foreshore of Surfers Paradise Beach between View Avenue and Hanlan Street. If required, the SPBM can extend from View Avenue to Trickett Street. Circumstances where this may be required include when accommodating for higher stallholder numbers, if SPBM need to be relocated due to a major event or in the case of inclement weather.

Trading hours are in Queensland Time:

- 4pm to 9pm during June and July
- 5pm to 10pm from August to May

A maximum of 200 stalls are permitted per night. No food trucks or ready to eat onsite prepared food stalls are permitted.
