Tender Description
Tenderers are invited from suitably experienced entities to undertake the role of Contractor for major Airfield Works at RAAF Base Williamtown.
Tenderers will be required to provide Buildability Input in the Design Phase and, subject to Construction Phase Agreement and receipt of Government Approval, construction of the proposed Works.
1. Maintenance Scope
Works for the Project include provision of aircraft pavement, AGL and stormwater drainage improvement works including:
(a) reconstruction of Runway 12/30 pavement (excluding the recently constructed runway extensions);
(b) rectification and asphalt resurfacing of select taxiway pavements, including widening of taxiway shoulders for code compliance where structural pavement rectification is being undertaken;
(c) asphalt resurfacing of Military Apron 2, Military Apron 3 and the Compass Swing Area;
(d) rectification and improvement of airfield drainage;
(e) lift and reinstatement of runway lighting impacted by Runway 12/30 reconstruction works;
(f) replacement of taxiway lighting for areas impacted by structural pavement works;
(g) provision of Movement Area Guidance Signage (MAGS);
(h) replacement of area lighting on Military Apron 2 and Military Apron 3;
(i) replacement of select apron edge lighting;
(j) removal of two legacy Aircraft Arrestor Systems; an
(k) installation of two new Aircraft Arrestor Systems.
2. Code E Upgrade Option
In addition to the Works identified in item 1(a), an option to upgrade the RAAF Base Williamtown runway and taxiway network to accommodate Code E aircraft is currently being considered by Newcastle Airport Pty Ltd. This option includes the following:
(a) upgrade of Runway 12/30 and associated airside infrastructure, including shoulders and flanks; and
(b) upgrade of existing taxiway network (including those on Newcastle Airport’s lease property)

Industry Briefing
In response to the COVID-19 pandemic, an industry briefing will not be conducted.
Instead, the Commonwealth anticipates issuing an Information Document under clause 6 of the Tender Conditions in order to assist Tenderers with the preparation of their tenders.
Building Code 2016
The Building Code 2016 applies. If the Building Code 2016 applies then by lodging a Tender, the Tenderer will become subject to the Building Code 2016.

WHS Accreditation Scheme
The WHS Accreditation Scheme pursuant to the Building and Construction Industry (Improving Productivity) Act 2016 (Cth) applies. Further information regarding the WHS Accreditation Scheme is provided in the Tender Documents.
Indigenous Procurement Policy

Joint Bids
The Commonwealth does offer the Tenderer an opportunity to lodge its Tender on a Joint Bid Basis. Further information regarding Joint Bids is provided in the Tender Documents.
PWC Act
The Works described in the Tender Documents are a "public work" and therefore subject to section 18 of the Public Works Committee Act 1969 (Cth).
