Scope of Work
In order to support RioTinto Iron Ore's electricity network comprised of gas turbines, switchyards, transmission & distribution lines, and diesel generators. In an effort to integrate renewable energy and storage into the existing network with the goal to de-carbonize the generation portfolio and save fuel costs the scope is to install a 45MW/12MWh Battery Energy Storage for Spinning Reserve (BESSR) at Tom Price.
The primary function of the BESSR is to leverage spinning reserve capability into the generation fleet, thereby allowing operation with one less gas turbine than is currently the case and operating the remaining gas turbines at higher efficiency levels. The following summarizes the benefits of the BESSR:
- The power system can run ‘N+BESSR’ redundancy, leveraging the existing generation reserve;
- The BESSR provides power system stability if a GTG trips or in case of loss of major load;
- The BESSR provides ongoing frequency support in case of minor system disturbances (e.g. large load steps); and
- The BESSR will also provide additional stability to the system supporting renewable generation implementation.
The SoW includes the design; engineering; procurement; manufacture; Works inspection and testing; packaging and protection; shipping; transport and delivery to Site; supervision of unloading; material inspection erection and commissioning; including demonstration to the Company of compliance with the design Drawings and the Company standards; overall defects warranty services for the Works, repair during the defects liability period and all Works incidental thereto, whether specified in detail or not, for the total Works including the following:
- BESSR facilities, including suitably segregated, enclosed, and protected batteries in container solution with BMS;
- Virtual Synchronous Generator, Power Conversion System Units and associated step-up transformers;
- HV substation housing 33kV switchgear with IED protective relays and disturbance diagnostic systems and LV distribution.
- All inverters, transformers, switchboards, and distribution systems;
- Supply of communications and control equipment, network switches. Ethernet switch configurations;
- Supply and install industrial grade PC to run the BESSR vendor’s control system, Operator Interface Panel (HMI) and build Operator Interface Panel interface screens for control of Balance of Plant;
- Facilitate witnessed FAT Test for all equipment.
- Functional Description of BESSR control system;
- Supervision of the installation by Company nominated installation contractor;
- Commissioning and development of commissioning plans, test procedures and reports;
- The Site Supervision and Commissioning Teams must work under strict requirements of RioTinto Iron Ore's Contractor Management Systems, Isolation Processes/Procedures, etc.
- If the vendor is not qualified under RioTinto Iron Ore's Category 3 status as part of the Contractor Management Systems, the vendor's Site Supervision and Commissioning Teams will have to work under a qulaified Category 3 contractor. All performance guarantees, Site Commissioning and Testing results will still be the responsibility of the vendor.
- Dynamic model of Power Conversion System in DigSILENT and performing dynamic system studies for implementation into the network;
- Protection settings for all equipment provided including Power Conversion system, transformers, LV equipment and HV switchgear relays;
- Training of Company personnel to maintain and operate equipment; and
- Post practical completion support during warranty period.
