Wastewater Network Modelling Peer Review Project

⁠⁠⁠New Plymouth District Council is embarking on a programme to develop detailed knowledge of the existing district-wide wastewater network and to use this information for the ongoing strategic management of the system.

The Wastewater Network Modelling Project is the first stage of the programme which is the development of calibrated Infoworks ICM wastewater computer models of the entire network. The project includes the development of several guideline documents for process standardisation, asset data survey, gauging and an Inflow and Infiltration investigation programme.

The Wastewater Network Modelling Project has three related Peer Review and Quality Assurance processes:

• Wastewater Modelling Peer Review
• Survey Quality Assurance
• Gauging Quality Assurance

This Request for Tender is for the Wastewater Modelling Project Peer Review component of the project.

It is anticipated that the Peer Review Consultant (hereafter referred to as the Respondent) will be engaged around the same time as the Wastewater Network Modelling Consultant. The aim is that the Peer Reviewer is a member of the overall project team and will contribute to the successful progress of the project. It is the intention that the Peer Review Consultant will be resolving issues as the project progresses rather than being separate from day-to-day operations and having a more 'policing' type of role.

The Peer Review role is a highly technical and skilled senior specialist position. The role could be filled by an individual or small team from within a larger consultancy or from a sole practitioner consultancy. The aim of this procurement is to engage the best individual or small team for the Peer Review role.

The overall scope of the Wastewater Network Modelling Project Peer Review is:

• Contribute to the refinement and review the Wastewater Network Modelling Project scope
• Contribute to the development of the Guideline documents
• Review the final draft version of the Guideline documents
• Contribute to the wastewater network model conceptualisation and development
• Undertake the Peer Review of the final draft version of the wastewater network model
• Undertake the Peer Review of the final draft versions of the two technical reports (Model Build and System Performance)
• Sign off all Peer Review components
• Participate in the Wastewater Network Modelling Project Joint Management Board.
