Western Power is seeking Registrations of Interest (ROI) from suitably qualified and experienced organisations, who place safety as its core value, for the provision of a new Depot located in Albany. This new Depot will be owned by Western Power and proposed for delivery under a ‘Design and Construct’ (D&C) contract to Western Power’s standards and requirements.
Situated on a fully serviced ‘Greenfields’ site, the proposed Depot will encompass a total land area of approximately 20,000m2, including over 4,000m2 of built form improvements and approximately 16,000m2 of hardstand. Building types are to include office accommodation, workshops and warehousing. The Depot will house over 60 Western Power employees and include on-site parking for up to 100 heavy and light vehicles.
ROI RESPONSE
As part of your ROI response, please evidence the following capabilities channelling both Safety and D&C Experience:
- Please disclose your organisation’s recent & relevant Western Australian experience in delivering D&C contracts greater than $10 million in value;
- D&C experience for multi-purpose facilities (e.g. fleet, commercial accommodation, logistics and industrial); and
- Evidence of a strong recent safety record, including answering the below:
- Is your organisation, including parent and subsidiary entities, fatality free for the last five (5) years? If not, please provide details of event(s);
- Does your organisation employ (or commit to employ if awarded a contract with Western Power) a minimum ratio of 1 supervisor for every 15 operational personnel? Please provide details;
- Does your organisation employ (or commit to employ if awarded a contract with Western Power) a SHE manager and SHE advisors of tertiary level qualifications in safety, health or environment (i.e. Certificate IV, Diploma, Bachelor’s degree)? Please provide details;
- Please provide the Total Recordable Injury Frequency Rate (TRIFR) for the last 12 months for your company (including any subcontractors working for you);
- Please provide the number of LTIs (Lost Time Injuries – a work-related injury that results in a loss of one or more complete work days/shifts) in the last 12 months for your company (including any subcontractors working for you);
- Please provide brief details of each LTI and the corrective actions put in place;
- Please provide the number of TRIs (Total Recordable Injuries – a combination of Lost Time Injuries, Medical Treatment Injuries and Restricted Work Injuries that make up your reportable TRIFR calculation);
- Please provide total hours worked for the last 12 months;
- Is your organisation willing and able to comply with all the requirements outlined in our SHE Requirements for Contractors as per the below link; https://westernpower.com.au/media/3178/safety-health-and-environment-requirements-for-contractors-20181114.pdf. Please provide details; and
- Does your organisation have an established SHE management system which is aligned to AS/NZS 4801, OHSAS 18001 and AS/NZS 14001? Please provide details.
