Contracted State Program Manager

The Western Australian Government through the Housing Authority (“the Principal”), operating within the Department of Communities, is accountable for the overall management and delivery of the Remote Essential and Municipal Services (REMS) Program and its associated activities, objectives and outcomes.

Essential Services are delivered by Regional Service Providers (RSPs) to remote aboriginal settlements across the Kimberley; Pilbara/Midwest; and Goldfields/Central Reserves regions and comprise the provision of maintenance services to essential services assets, water and waste water sampling and testing, management of diesel fuel, lubricant oil and coolant and the management of electricity charging and collections.

Through the proposed procurement process, the Principal is seeking to engage a suitably skilled and experienced organisation as the Contracted State Program Manager (CSPM) to act as the Principal’s Representative to oversee the delivery of Essential Services by the RSPs.

The role of the CSPM comprises:

• General program management and technical services;
• Management of the Essential Services Asset Maintenance System;
• Management of the planned maintenance, preventative maintenance and emergency maintenance programs;
• Water and waste water quality management;
• Asset management, asset replacement and capital works planning;
• Safety, risk, quality and environmental management; and
• Reporting and meeting obligations.
