Capital Health Network (CHN) is inviting applications from potential providers to develop a proposal for a multidisciplinary model of care for children that have experienced trauma, including provision of after-hours support. The service will be developed in a manner consistent with the National Principles of Child Safe Organisations.
The commissioned service should be designed to:
- follow principles, specifications and outcomes listed in CHN's Model of Care (‘the Model’);
- ensure children are kept safe and recover from the impacts of trauma;
- be multi-disciplinary, fit-for-purpose and support the wellbeing of children and families; and
- ensure children and families affected by trauma have needs met by a connected system.
Proposals should be developed in consideration of:
- target priority population of children aged 0-12 that have suffered trauma and their families;
- guiding principles of the Model to support a trauma informed approach to care;
- a potential solution that includes features focused on Access, Active Care and Sustained Wellbeing;
- relevant target outcomes, such as (high-level examples provided below):
- child health and wellbeing;
- children experiencing positive and healthy relationships;
- happy and safe children;
- safe and positive relationships between parent and child;
- families experiencing a greater sense of wellbeing;
- children and families have trust in the service;
- children and families are not retraumatised as they access services;
- social, physical emotional and mental health needs of children and families are addressed together;
- access to services is seamless and coordinated.
Additional requirements relating to this RFP are as follows:
- The service must provide some level of service and support in the after-hours period defined as hours outside of 8am-6pm;
- The preferred service provider will be required to establish a Steering Committee and/or Reference Group(s) in line with the Governance recommendations in the Model.

Q&As will be posted online and updated throughout the RFP period. Some delays in response time may be experienced over the CHN shutdown period (24 December 2019 – 1 January 2020).
