This Tender is invited by the Issuer.

As part of the Government Shared Services Program that began on 1 July 2016 to standardise business systems and processes across the APS, the AEC is currently in the process of transitioning to a new Financial Management Information System (FMIS) solution, TechnologyOne. The FMIS will modernise AEC’s corporate systems into an integrated, modular, web based SaaS platform that will include financial management, budgeting, strategic planning and procure-to-pay functionality.


The AEC requires a specialist to undertake a Change Management role to successfully transition the AEC to new FMIS solution. The Change Manager will play a key role in ensuring the project meets its objectives by focusing on the people side of change, including changes to business processes, the adoption of new systems and technology, and changes that may need to be made to job roles and organization structures.


Duties will include but are not limited to:


1. Develop presentations and walk and talk stakeholders at all levels through the project’s:

  • origins, objectives, and anticipated benefits;
  • governance structures, roles, and responsibilities;
  • software design, development, testing and acceptance approaches, processes, roles, and responsibilities (ie. who are the process owners, what are Subject Matter Experts and User Acceptance Tester, what are their responsibilities, what does acceptance entail),

2. Manage stakeholder questions and concerns about the project’s:

  • objectives and anticipated benefits;
  • governance structures, roles and responsibilities;
  • software design, development, testing and acceptance processes, roles, and responsibilities,

3. Work with project stakeholders who are having difficulties:

  • understanding the objectives and anticipated benefits
  • meeting their project roles and responsibilities
  • engaging with the project

4. Work with the project executive/sponsor, communications and design team resources to:

  • develop and approve a visual and written communication ‘design system’ that will make FMIS project communications instantly recognisable;
  • develop visualisation/infographics for physical posters and intranet communications;
  • develop an initial awareness campaign plan and materials covering the ‘What When and Who’ of the project, before and after journeys and personas;
  • conduct ongoing fortnightly in-person and internet based communications;
  • conduct go-live communications and outreach.
