Council strives to improve its processes and procedures to reduce the stormwater impacts onto it’s’ residents with sound risk management frameworks to mitigate strategic and operational risks.
In November 2015, Banyule City Council adopted a new ‘Special Building Overlay’ (SBO) schedule, indicating the areas within the municipality under Council management for drainage that could be affected by overland stormwater flows. This has and will allow future building modifications or re-development proposals to be planned in a manner which minimizes the impact of stormwater to people and property.
The objective of this ‘request for tender’ is to conduct a municipal wide catchment study, in order to validate the existing SBO data and the current prioritised Capital Works projects. The study should encompass the following:
Review of the 60 mitigation works previously identified for Banyule City Council in order to determine whether it is still a critical flood prone location (priority) that requires the drainage upgrades, site survey and asset inspection is necessary;
Compare the flood modelling differences between the (old) ARR1987 catchment study results and the new ARR2019;
Newly identified critical flood affected area will also need to be site surveyed and assets inspected to validate all data/parameters;
Generate and provide Council with an updated drainage projects priority list indicating the mitigation options, the priorities list will need to be scoped for a 10 years program;
Identification of a new projects priority list that incorporates Water Sensitive Urban Design (WSUD) and Stormwater Harvesting opportunities.
