This Request for Proposals (RFP) is an invitation to suitably qualified Participants to submit a Response for the delivery of Targeted Asset Renewal Programme for Wastewater Transmission.
This RFP is a single-stage procurement process. There is no prior EOI or pre-qualification stage.
The Targeted Asset Renewal Programme for Wastewater Transmission ("WW TARP") is the first of several tranches of asset renewal programmes (or TARP's) that has been identified as suitable for bundling into a programme of work over several years.
This approach is aligned with the 'Enterprise Model' for the integrated delivery of large water and wastewater infrastructure projects and the 40:20:20 vision, which will form an integral part of the KRA's and associated KPI's in the performance management of TARP.
The key differentiator is that the WW TARP is for wastewater transmission asset renewal work ($2 million per project, whereas Enterprise is for projects in the $2 million to $150 million range targeting the supply market segment with sufficient resources to deliver a capital programme in the hundreds of millions of dollars each year.
The WW TARP is expected to deliver benefits centred on better planned, co-ordinated and more cost-effective asset renewal work. This will help maintain the integrity and quality of Watercare's assets, which is crucial in providing a safe and reliable service to safeguard public health and to protect the natural environment. Importantly, this approach will provide a reliable programme of work for the chosen Construction Partner to invest in resources and improve their productivity and capability over the term of the programme.
It is proposed that a contract with an initial term of five years is established (plus a two-year right of renewal) with an expected total value of ~$8 million per annum, comprised of four work streams:
1) Replacement of concrete-lined steel rising mains, fittings & valve chambers;
2) Rehabilitation or replacement of corroded concrete gravity sewers and linings;
3) Pump replacements including cast iron pipework replacement; and
4) Bio-filter media replacement.
It is envisaged that engagement of a single Construction Partner is desirable with allowance for sub-contractors with the right expertise to deliver the four work streams. The Construction Partner will manage the relationship with Watercare, is responsible for the performance of any sub-contractors to ensure a joined-up service, and must use its own personnel and equipment resources to self-perform at least two of the four work streams.
