The Rottnest Island Authority (RIA) requires bulk fuel to perform the following functions:
 

• Sale of fuel to visitor boats – Rottnest Island resides 18km from the coast of Fremantle and is visited by a high volume of private boats. There is no private vendor of boat fuel on the island therefore RIA is required to facilitate the sale of boat fuel to visitors.

• Sale of fuel to businesses and for island vehicles – RIA facilitates the sale of fuel to various businesses on the island, such as Adams bus service, the ambulance service and the general store. RIA also provides fuel for its contracted facilities operator’s vehicles and RIA’s emergency service and ranger vehicles.
• Energy generation via diesel generators – As Rottnest Island is not connected to Perth’s energy grid RIA operates six diesel generators which provide electricity to the island, its commercial businesses, residents and public buildings.  
• The RIA intends to conduct a competitive tender process to establish a new contract for the supply of bulk fuel to Rottnest Island for an initial 3 year term, with 2 x 1 year extension options.
• The Contractor will be required to provide the following products:
• Unleaded Petrol (ULP);
• Premium Unleaded Petrol (PULP); and
• Diesel.
• The fuel is to be transported via the Contractor’s fuel vehicle, which will access the island using RIA’s barge service, and be delivered to two locations on the island.
