Tender Description

The Queensland Department of Justice and Attorney-General (DJAG) has reviewed current court recording and transcription services. In line with the recommendations outlined in the Queensland Audit Report 9: 2015-16, the review included a current state analysis, market sounding, and a detailed assessment of service delivery requirements incorporating user needs. From this, feasible service delivery options were evaluated, with DJAG opting for a model with DJAG managing most recording and the courtroom recording equipment, and the transcription being outsourced.

Following the initial notification of these upcoming procurements in January 2019, DJAG has released the following open market procurements:
- Recording Software Invitation to Offer (ITO) released in May 2019, now closed
- Service Operations Platform Invitation for Expressions of Interest released in August 2019, now closed

A number of other procurements have been undertaken or are due in the next six months via established Standing Offer Arrangements, including the procurement of recording hardware/audio-visual components.

The last major procurement for the Recording and Transcription Project is for Transcription Services, which is due to be released to the market in November 2019. The purpose of the Transcription Services Procurement is to engage one or more Transcription Services Providers to deliver transcription services including:
- Same day and deferred transcription services
- Monitoring and annotation services

A pre-tender briefing will be conducted prior to the release of the Transcription Services Invitation to Offer and is scheduled to be held on 29 October 2019 at the QEII Building, 415 George Street, Brisbane. The pre-tender briefing is intended to provide an opportunity to discuss the proposed service description, service scope expected service deliverables and critical dates in the tendering process. Any Suppliers interested in attending the briefing should contact procurement@justice.qld.gov.au by 25 October 2019 to register and for details.

Attendance at this briefing is not mandatory in order for Suppliers to submit an Offer, it may assist Suppliers in preparing for the ITO and associated timeframes.

DJAG anticipates conducting a Tender briefing after the ITO has been released within 10 business days following the release of the ITO, with details to be provided in the ITO documentation.
