SF19/1886 - BARRACLUFF PARK LIGHTING DESIGNER AND ELECTRICAL ENGINEER
Waverley Council is seeking a suitably qualified consultant to undertake the assessment, design, and documentation of lighting and electrical services for the proposed Park and playground upgrade at Barracluff Park, North Bondi.
Consultancy services are to include, but not limited to, on-site assessment in the day, evening and night as required, electrical schematic design, detailed electrical documentation and specification for tender and construction for public amenity and sports field lighting. Public amenity lighting will be procured and constructed in this stage of works, requiring the Consultant team to review and approve pre-construction shop drawing, and undertake construction stage inspections and reporting.
Waverley Council has recently adopted the Waverley Creative Lighting Strategy (refer relevant extracts, appendix D) to assist in a holistic vision for lighting in public spaces managed by Council. The strategy has defined three tiers of lighting, future lighting at Barracluff Park should consider these tiers and allow for future expansion of lighting infrastructure.
Tier 1: Base Lighting
Tier 2: Amenity Lighting
Tier 3: Lighting Interventions
The primary outcome for this project is to provide Tier 1 lighting to the park, and prepare a business case for improving sport field lighting. Both should be designed together, and allow for staged installation of the lighting with the public amenity lighting prioritised in the first stage with the park and playground upgrade.
Barracluff currently does not have any public amenity lighting and is reliant on spill light from street lamps on Warners Avenue and Old South Head road. This lighting is fairly limited due to the extent of existing tree canopy.
There are four flood lights mounted onto high masts servicing the sport field. These are 2000w metal halide lamps and should be upgraded to newer technology for sustainability and performance.
An existing switchboard in the north east corner of the park services the sports field lighting, storm water infrastructure and irrigation control systems. It is likely this MSB will need upgrading to allow for future power requirements and lighting control systems.
There are currently no provisions for additional electrical services, such as Wi-fi, and CCTV.
PHASE 1: Assessment and Review
The Consultant is to assess existing lighting and electrical infrastructure. On-site assessment is to be coordinated with Council officers for access to electrical cabinets, operate lights and to not interfere with park bookings.
The assessment shall be based upon the Creative Lighting Strategy, best practice in public area lighting, best practice in sports field lighting, and current Australian Standards for lighting.
The assessment should produce diagrams and plans to support the recommendations of the report, i.e. LUX diagrams and calculations, mapping of spill lighting, mapping of dark areas etc.
Council will use the consultant prepared assessment and recommendations as a basis for Council internal business case preparation for sports field lighting improvement. Public area lighting recommendations will be integrated with the park and playground upgrade works scheduled.
PHASE 2: Design and Documentation
The Consultant is to provide complete documentation (detailed calculations, drawings and specification) of all electrical service elements to allow for the tendering, fabrication, and construction of the recommended lighting improvements ascertained from the previous phase of works.
PHASE 3: Fabrication (Public amenity lighting only)
The Consultant is to review and approve contractor produced shop drawings to ensure fabrication of bespoke switchboards and electrical assets are as designed, and are fit for purpose.
PHASE 4: Construction (Public amenity lighting only)
The Consultant is to attend site meetings to inspect set-out and installation of electrical elements prior to completion. The consultant is to provide written reports of the inspections with supporting photographs, recommendations, and approval of the inspected works. The Consultant will be expected to provide on-site instructions at the time of inspection.
