SF19/1888 ENGINEERING SERVICES BARRACLUFF PARK AND PLAYGROUND UPGRADE

Waverley Council invites quotations for the carrying out of Engineering Consultancy Services for Barracluff Park and Playground Upgrade in North Bondi. Consultancy services are to include, but not limited to, the civil and structural engineering review, recommendation and development of designs, detailed engineering documentation and specification for tender and construction, and construction phase inspections and reporting by accredited and National Engineering Register (NER) registered Civil Engineers, Structural Engineers, and Geotechnical Engineers.

This RFQ includes detailed designs to be constructed and installed at Barracluff Park, North Bondi, located within 1.5km from the coastline and will need to withstand the harsher environmental conditions, including winds, saline environment, and fluctuations in temperature.
The scope of works will be delivered in stages from review to full documentation for tendering, followed by construction. Construction phase of works will be managed separately by Council's Project Management team.

The Consultancy Team will provide full service Multidisciplinary Engineering Consultancy Services, including civil and structural design. The Consultancy Team is expected to liaise with Waverley Council Open Space Planning, Waverley Council Project Managers, and Waverley Council contracted Play Equipment supplier to successfully complete the scope of works.
An Engineering team with previous experience in public realm and park design is highly desirable.

The consultant is to identify in their response to this request for services all key personnel that may be required to complete the works described or implied by this Request for Quotation.
The Consultancy Team is to include as a minimum:
- Accredited and NER Registered Civil Engineer
- Accredited and NER Registered Structural Engineer
- Accredited and Registered Geotechnical Engineer

Phase 1: Assessment, recommendations, and design

The Consultant is to assess, 'red pen' mark-up, and provide recommendations / solutions of the concept designs provided by Waverley Council, these are listed below and attached in the appendices. The purpose of this stage is to instigate discussions on how to best design / construct to meet relevant building standards and the general engineering of all elements as outlined above.

The consultant is to also obtain geotechnical investigations as required to have a full understanding of the engineering requirements and to successfully undertake the works as required and described in this RFQ.

Following the assessment, recommendations and discussions, the consultant is to provide sketch designs to illustrate agreed outcome prior to documentation.

Phase 2: Documentation

The Consultant is to provide complete documentation (detailed drawings and specification) of all engineered elements to allow for the accurate tendering, and construction of all elements outlined above. The documentation will be appended to the Landscape Documentation prepared by Council and will be cross referenced in details and specification.

The consultant will be required to liaise with proprietary equipment suppliers nominated by Council to ensure the documentation considers the correct equipment fixings and loads created. Itemised schedules will accompany the drawings and specification.
The documentation is to be fully coordinated with all project related Council nominated consultants, and Council landscape architect. The documentation to be the level to allow for accurate tendering and construction with minimal Contractor Request For Information (RFIs) during construction, there has been an allowance of 5no. RFIs during construction.

The consultant will be required to provide a complete Tender set of documentation for inclusion in the procurement of the works. The consultant will be required to provide a complete Construction set of documentation with all amendments based on RFIs at the completion of the Tender period.

Phase 3: Construction

The Consultant is to attend site meetings to inspect set-out and installation of key engineered elements to ensure engineered designs are constructed to specification. The consultant is to provide written report of the inspections with supporting photographs, recommendations, and approval of the inspected works. The Consultant will be expected to provide on-site instructions at the time of inspection.

The Consultant is to respond to Contractor RFIs during construction and provide written responses to allow for the continuation of construction works.
