Expression of Interest - Trading in Public Places for Food Vendors

⁠⁠⁠The Shire of Harvey supports a range of economic development activities that operate on Shire owned or Crown land. Some of the main attractions of the Shire of Harvey are the coastal attractions, the rich natural landscape, reserves and waterways along Australind, Binningup, Myalup and the Leschenault Estuary making these areas popular destinations for locals and visitors to pursue their leisure activities. In seeking to strengthen the wellbeing, lifestyle, liveability and economy of these areas the Shire aims to provide another opportunity to connect people to these areas my means of mobile trading operations in designated areas identified in Australind and Binningup as the most viable areas for such an initiative.

Mobile trading for food or food related goods and services is recognised as one of these activities that plays a significant role in providing an accessible service that creates vibrancy for visitors and local communities, while providing opportunities for small businesses.

To ensure the equitable, consistent, and transparent management of this commercial land use, the Shire adopted a Policy 'Trading in Public Places Policy for Food Vendors, Policy 4.3.7' during May 2018. The Policy outlines the framework and guidance for the assessment of and issuing of permits for traders and stallholders offering food for sale in accordance with the Shire of Harvey 'Activities in Thoroughfares and Public Places and Trading Local Law, 2017'. Objectives applicable to this EOI include:

• Ensuring that a framework is provided for Council nominated sites at various foreshore locations, by introducing the 'Power to Licence' permit, a new category of permit where the permit fee is based on an appraisal determined according to economic market trends and conditions and
• Encouraging a high standard of service delivery to the local community and visitors whilst supporting local economic development, commercial viability, public safety and taking into account existing permanent business premises.

The 'Power to Licence' permit, allows for a mobile and food beverage business to be licenced to trade in designated locations identified by the Shire for the operation of a 'Power to Licence' permit.
