Tender Description

 The NPDC Building Management System (BMS) Maintenance Contract is up for renewal. The 4 buildings that fall under this BMS maintenance contract are the Civic Centre, Len Lye Centre, Puke Ariki and the Archives Building which are all located in central New Plymouth.

These 4 buildings are important operational buildings for the NPDC with each building having its own unique HVAC systems, performance requirements, stakeholder expectations and challenges.

The Civic Centre, Len Lye Centre and the Archives Building are all centrally controlled by the BMS software and have the same controllers.

The Puke Ariki building is also controlled by the same Civic Centre located BMS server, but still has the outdated controllers.

The BMS in all 4 buildings has been significantly invested in and is in essence midway through its life cycle. The controllers at Puke Ariki are in need of an upgrade in order to extend the service life of the current BMS. With these upgrades implemented, all 4 buildings will then have the same standardized BMS system and controllers.

Of particular importance for the NPDC, is their ongoing pursuit of achieving further energy efficiencies by reducing their net consumption of energy (quantity and costs).

The NPDC has to date taken much ground in its pursuit of reducing energy consumption and achieved good results. The NPDC is however looking to continue on that journey of pursuing further energy efficiencies and optimisation.

The NPDC is looking for a Respondent who is willing to partner with them as they continue to pursue their goals of achieving further energy efficiencies and optimisation.

This will require a top performing Respondent with the required expertise, commitment and resources to bring the next level of step up results that the NPDC requires.

The NPDC does however have to balance various competing obligations and is thus after the best value for money and most efficient options.
