Tender Description

This Tender is invited by the Issuer.

The Principal Enterprise Architect will be responsible for overseeing the development of architectural sub-strategies, blueprints and roadmaps that underpin the delivery of the Murray-Darling Basin Authority (MDBA) ICT Strategy 2019-22.

These activities also include:

Providing leadership to multi-disciplinary groups across business, application, information and the solution architect guild across the MDBA;

Developing working models of business, information, application and infrastructure architecture layers;

Building and maintaining effective working relationships with responsible business owners and delivery teams;

Leading advisor to the Information Management Technology Committee; and
Chair the Architecture Reference Group.

The Murray-Darling Basin Authority (MDBA) is a Federal Government agency responsible for implementation of the Basin Plan 2012. The MDBA is predominately Canberra based, however, maintains a strong regional presence as well as providing flexible working arrangements for all staff.

The MDBA is undertaking significant transformation of its ICT services, systems and infrastructure to support expanding and more complex business needs, a more flexible and regionalised workforce, and improvements in the management of its data and information.

Some design and testing of various platforms have been undertaken, and the alignment of these and broader ICT network design is critical in providing a seamless ICT experience. It is likely that the MDBA will utilise Microsoft (MS) Office 365, as well as, other MS Azure services for data management, analytics, visualisation, DevOps and publishing.

In addition, an increasing regional presence has highlighted a number of network shortcomings which require both short term remediation and longer-term planning to continue to provide a positive desktop experience. The MDBA has established an Enterprise Architecture practice and is seeking to add additional resources to help support business transformation.

Specified Personnel’s performance will be monitored during the contract term and assessed against their achievement of described deliverables in accordance with applicable technical standards and MDBA policies.

Specified Personnel will be expected to:
* Lead the Enterprise Architecture team and work with ICT Management;
* Lead the development and communication of cloud, platform and digital workplace domain strategies;
* Provide advice on architectural compliance for existing and proposed solutions and projects;
* Provide technical advice to inflight ICT and data projects;
* Leadership architectural reviews and assessments;
* Produce and provide input into a range of documentation that will be specific to business related outcomes;
* Maintain accurate documentation in relation to business and technical requirements;

Specified Personnel will be required to produce the following documentation:
* Architecture artefacts;
* Enterprise level strategies and roadmaps;
* Various Reporting;
* Executive briefings;
* Other documentation as required.
