What we are looking for:
The Rotorua Lakefront is a special place, with a rich history, that is enjoyed by our community and visitors to the city. The development of the Rotorua Lakefront will bind the lake with the land, the past with the present and the physical with the unseen. It will pay tribute to our collective histories and honour the intrinsic beauty of our place - Rotorua-nui-a-Kahumatamomoe. The lakefront development also provides a platform for connecting communities and welcoming manuhiri (visitors).
Rotorua Lakes Council (Council) is seeking the development of an iconic lakefront building through this Invitation to Pitch (ITP). It recognises that high quality and appropriate commercial activities are a critical component of the Rotorua Lakefront redevelopment. It is seeking to achieve the following high-level outcomes:
* Strengthen Rotorua's position as a tourist destination by attracting more visitors and have them stay in the city longer.
* Stimulate wider private sector investment, particularly in the city centre.
* Enhance the unique cultural identity of Rotorua.
To achieve this, the Rotorua Lakefront Redevelopment Team within Council is exploring opportunities for innovative responses to deliver an iconic lakefront building(s) that will house a range of outstanding commercial experiences. The site is well suited to include food and beverage offerings ranging from cafes through to restaurants and bars, iSite or visitor information hub, tourism operator hubs or kiosks, small scale retail, office space, conference or meeting space, and tourism and cultural ventures and experiences. Council would prefer not to develop, own, or manage the building. Instead, we are asking for ideas and proposals (Pitches) from potential suppliers and consortia who can assist Council to deliver a world class lakefront.
It is important the building (and activities within it) be of a standard that matches, and if possible, surpasses the quality of the wider reserve redevelopment. In addition to contributing to achieving the high-level outcomes, the building and it's uses must also:
* Make a statement and be an attraction in its own respect.
* Attract locals and visitors to the lakefront all year round.
* Attract people to the lakefront during the day and into the night.
* Be distinctly Rotorua and enhances Rotorua's unique attributes.
* Complement and enhance the uses and activities in the wider surrounding area.
* Interact with and activate the immediately adjoining areas which includes walkways, promenades and cycle ways, as well as spaces and activities such as jetties, piers, sculptures, open spaces, carparks, and view shafts.
Development will only proceed with an appropriate legal entity (including partnerships or consortia). As such Respondents will be evaluated against their ability to meet the following attributes:
* A proven track record of delivering and operating successful developments.
* The financial capability to deliver a building of the required standard.
* Understand and able to reflect the unique Rotorua identity including the values and aspirations of Te Arawa and Ngati Whakaue.
