⁠⁠⁠Invitation for Expression of Interest - Central Energy Plant Cooling Towers Expansion Project, Principal Design Team

The State of Queensland represented by the Department of Environment and Science acting through Arts Queensland (AQ) invites Expressions of Interest (EOI) from pre-qualified consultants (Level 3) for the commission of a Principal Design Team to provide design services for the Central Energy Plant Cooling Towers Expansion Project (the Project).

The Principal Design Team (PDT) will be an Architectural firm providing all design services:
* directly as Architect for the project (ensuring the principal’s obligation towards moral rights);
* and indirectly, by the engagement of all necessary secondary and specialist design consultants required to complete the scope of work.

The PDT will coordinate and have overall responsibility for the work and performance of all secondary and specialist design consultants and for the effective integration of all design outputs. The terminology Principal Design Team describes the whole of the team (Architect and secondary consultants) undertaking the design role for the Project.

This Invitation to EOI will be undertaken as a two-stage tendering process as follows:
* Stage 1: EOI, Evaluation & Shortlist (this EOI process) – EOI responses will be evaluated in accordance with the EOI Evaluation Criteria detailed below and consultants short listed accordingly. The number of short listed consultants is at the absolute discretion of AQ.
* Stage 2: Invitation to Offer (ITO process) – AQ’s ITO documentation will be forwarded to the shortlisted consultants for submission of a detailed Offer to undertake the Principal Design Team (PDT) design services for the Central Energy Plant Cooling Towers Expansion Project (the Project).

Mandatory Requirement: Consultants must be on the PQC Eligible List; that is Pre-qualfication system (PQC) registered (minimum Level 3).
