Crowd and Transport Management for the Sydney New Year's Eve Event

⁠⁠⁠The Council of the City of Sydney ("Council") invites tenders for the provision of Crowd and Transport Management services for 2019, 2020 and 2021 Sydney New Year's Eve events with option to extend to cover the 2022 and 2023 events in accordance with this request for tender. 

The City of Sydney ("City") produces the annual Sydney New Year's Eve event ("Event") with support from a number of government agencies. The Event is one of the largest annual celebrations in the world, attracting over one million spectators along the foreshores of Sydney Harbour and a global audience of one billion.

The Event comprises two main fireworks displays and a Welcome to Country ceremony on Sydney Harbour, lighting and projection on the Sydney Harbour Bridge, and on-water and aerial displays on Sydney Harbour. In addition, the City produces an invitation-only ticketed event and operates publicly accessible vantage points. Several work sites and command centres support and manage event delivery. The Event occurs on 31 December each year.

The City requires the services of an experienced organisation ("Service Provider") to provide crowd and transport management services for each Event during the term as outlined in the Specification section of this request for tender (RFT). The services include:
1. Integrated Crowd Management Plan Components,
2. Transport Management Plan,
3. Operations Plan,
4. Operations Plan Implementation
5. Counter Terrorism Implementation Strategy Plan
6. Post-event Review. 

The successful tenderer will be engaged for an initial period of three (3) years (to cover the 2019, 2020 and 2021 Events) with an option to extend to cover the 2022 and 2023 events, exercised at the City's sole discretion.

Submissions can also be placed in a sealed envelope and endorsed with the tender title, number, and closing date, and placed in the Tender Box located Town Hall House, Level 1, 456 Kent Street Sydney 2000 by the nominated time and date.

Tenders close at 11AM AEST on 2 May 2019 and submissions must be fully received by this time.
