Tender Description

EOI2019-01 Mobility Solution for Fleet Tracking Field Service and Inspections.

Expressions are invited from suitably qualified firms to provide a Mobility Solution for Fleet Tracking, Field Service and Inspections.

The overall project involves the procurement and implementation of a mobility solution for tracking; management of field service and inspections; ongoing managed service for the operation of the solution; support and maintenance; supply of the mobility platform including devices, network and security. It is expected that the successful supplier would be able to show a roadmap for ongoing functionality enhancement as the digital / mobility market evolves.

While Council has a preference for a single supplier for all four functional groups, it is acknowledged that this may not be possible. EOIs from groups of suppliers would be entertained. Suppliers which can provide products or services in one or more areas only are welcome to provide responses too.

This EOI is seeking responses from suitably qualified suppliers for the following functional groups:
* GROUP 1: Location and Vehicle tracking
Provision of vehicle tracking and location services with capability to store location and time data for periods of time
Provide a API to retrieve the location data
Ongoing service / operational management and support of the solution, including logistical support for any implemented products

* GROUP 2: Job allocation and dispatch
Provision of job dispatch system based on vehicles or council officers
Integration capability and services to existing corporate systems using an API Gateway
Ongoing service / operational management and support of the solution

* GROUP 3: In-vehicle or hand held mobility applications
Provision of in-vehicle or hand held mobile technology application including team and staff identification (currently RFID reader using staff identification card), task time capture, job performance, pre and post job images and notes, safety checklists and other WHS capability, multiple task management, route optimisation (optional)
Integration capability and services to existing corporate systems using an API
Gateway
Ongoing service / operational management and support of the solution, including logistical support for any implemented products

* GROUP 4: Mobility platform
Provision of the mobile platform (options for devices, network, mobile device management, security)
Ongoing service / operational management and support of the solution, including logistical support for any implemented products
Installation in vehicles where relevant

All respondents should outline recommended services including implementation, project management, training and other services to ensure the successful migration to the new solution.

It is Council's preference for a managed service for Job allocation and dispatch and In-vehicle or hand held mobility applications due to the requirement for the supplier to provide support services during the Depot operating hours. On premise solutions will be entertained, with a vendor support model designed for the operating hours of the Council Depot.
