Metering 3G Modem Upgrade Project

⁠⁠⁠Western Power operates a range of remotely telemetered devices that include electricity meters, electric network sensors and distribution automation equipment. The main communication technology bases used by Western Power to interact with these devices include:

* Private point to multipoint licensed radio network
* Private mesh radio network over the 900MHz ISM band
* Public third-party point to multi point mobile wireless networks 3G/3G IP

In the event Telstra announce a shutdown of the 3G network in the near future, approximately 24,000 devices (including 1,000 SCADA devices) distributed throughout the South West Interconnected Network (SWIN) will be impacted.

Western Power is currently exploring options to upgrade the technology for the 3G end points to be completed within the next two years. The investment made in this time will need to ensure that:
* It works; there is continued normal operation of end points after the 3G shut down at least for the next foreseeable future (minimum 10-15 years)
* It is future proof; the technology chosen will ensure a balance between current (3G shut down) and future needs (AMI)
* It represents value for money; this will be achieved through the lowest lifecycle cost

The Project Scope Overview

Western Power is seeking Registrations of Interest (ROI) from suitably qualified and experienced organisations to offer a technical solution to upgrade the current in-service 3G/3GIP modems:
