In November 2015 the Commonwealth Government announced its response to the Review of Mental Health Programmes and Services in Australia. This review set out a challenging and more comprehensive role for Primary Health Networks in commissioning primary healthcare services. In particular, the treatment services that address the nationally prioritised health needs of people with mental health and alcohol and other drug issues.
As part of this Federal Government response, Stepped Care was identified as central to the reform. An overarching approach was presented to summarise the changes needed to strengthen stepped care in primary mental health care clinical service delivery.
Darling Downs and West Moreton PHN funded Child and Youth Mental Health services will deliver early intervention services to meet the needs of children and young people with, or at risk of, severe mental illness who can be appropriately managed in the primary care setting. Young people should also be provided with increased skills and capacity, whilst being empowered to understand and manage their own mental health and wellbeing.
The scope and funding for the services will be based across local government areas (LGAs) throughout the region. Regarding the service model, we are asking you to determine how you will provide services in an innovative way to achieve the outcomes detailed in this document. This means that a collaborative process is required between the successful provider and Darling Downs and West Moreton PHN so that each party can be confident in the service that will be commissioned.
