Tender Description

⁠⁠⁠Walgett Shire Council is inviting tenders for Site Management Services of the operations of the Walgett and the Lightning Ridge Waste Facilities located within the townships of Walgett and Lightning Ridge in north western NSW. The scope of works includes site supervision, transfer station management (Walgett Waste Facility), the placement, compaction and covering of waste materials, resource recovery, litter control and related landfill operational tasks.

It is intended that the Contracts to be awarded will each be for a period of five years (5) years with a five year option commencing on 1st July 2019 and concluding on 30th June 2024. Tenders may be submitted for either or both facilities.

The Walgett Waste Facility is located about 4 kilometres to the southwest of the town of Walgett off Arthur Street. The site is controlled and supervised, that is the gates are locked when the facility is not open to the public and the current contractor has staff on site during opening hours to oversee the operations, including inspecting loads, collecting fees, giving instructions to customers and pushing up waste materials The facility is operated under contract which expires on 30th June 2019. The licensed facility occupies a site area of approximately 10 hectares and has been operating since perhaps as early as the 1960s, receiving municipal solid waste from Walgett and the surrounding district.

The Walgett Waste Facility is operated under a number of legislative controls, including an Environment Protection Licence (EPL number 12466) as issued by the Environment Protection Authority (EPA under Section 55 of the Protection of the Environment Operations Act 1997), a Landfill Environmental Management Plan that was based on the EPA Environmental Guidelines: Solid Waste Landfills (1st edition) and the Pollution Incident Response Management Plan (PIRMP). All of these measures fall broadly under the Protection of the Environment Operations Act 1997 and Regulations made there under.

The Facility is open to the public every day of the week between the hours of 8.30am to 12pm and 1pm to 5pm. The facility is closed Christmas Day, Boxing Day, New Year's Day, Easter Sunday and Good Friday.

The Facility provides for local residents to dispose of self haul wastes and is the main receival point for all commercial and industrial wastes, all construction and demolition wastes and domestic kerbside collected general waste. Other materials to be accepted include green waste, wood waste, concrete, used tyres, deceased animals, clean fill, waste oil, plastic chemical containers (drumMuster) asbestos and scrap steel. The EPL permits small quantities of clinical waste to be buried at the facility. Some fees apply to all materials considered as non recyclable or non recoverable. The quantity of waste received annually is approximately 3,000 tonnes with all non recoverable material being confined to landfill and compacted.
