The Queensland Department of Justice and Attorney-General (DJAG) has reviewed current court recording and transcription services. In line with the recommendations outlined in the Queensland Audit Report 9: 2015-16, the review included a current state analysis, market sounding, and a detailed assessment of service delivery requirements incorporating user needs. From this, feasible service delivery options were developed and robust cost-benefit analysis undertaken. As a result of this review, DJAG has made a decision to change how recording and transcription services are delivered in the future after the expiry of the current contract in February 2021.
Under the future service delivery model, DJAG will provide and manage the courtroom recording equipment and be responsible for recording the majority of court proceedings. Transcription services will continue to be outsourced.
To allow sufficient time for procurement and implementation activities to be undertaken and enable a smooth transition to the future service delivery model, DJAG is planning to commence procurement activities in 2019. DJAG is anticipating that the first market engagement will be to procure a court recording software platform that will operate on DJAG's equipment with further procurement activities to follow, including transcription services.
