Solar Landfill Feasibility Study

⁠⁠⁠The Yarra Ranges Shire Council, invites tenders from suitably qualified and experienced parties for a Solar Landfill Feasibility Study (‘the Services’).

A skilled and experienced renewable energy consultancy is required to conduct a feasibility study and business case analysis to transform current unproductive Council owned or managed land into productive renewable energy generating facilities. The study will need to assess the suitability and viability of establishing solar and other renewable technologies at Council owned or managed sites in Coldstream, Healesville, Wesburn and Lysterfield.

The envisaged solar farms will support Council’s plan to reduce greenhouse gas emissions through the increased use of renewable energy and will support state government plans to transition to 40% renewable energy by 2025.

The study will consider the feasibility and cost of establishing and operating these facilities, the offset of Council’s own electricity costs by using this power, and the derived income from selling surplus power into the grid to other consumers over a 25 year period.

This is a schedule of rates contract with a lump sum component to be negotiated with the preferred tenderer prior to contract award, however, tenderers are required to develop a cost breakdown that demonstrates the professional fees and any associated costs.

Tenderers are advised that the consultancy start date is as soon as possible following tender award and the project must be completed by 31 October 2019 with an interim report delivered in July 2019.

Tender submissions must be received by the TENDER CLOSING DATE or as otherwise changed by addenda.

Tender submissions received late or by any other means than via the e-tendering portal will not be accepted unless agreed to in writing (via email or letter) by Council’s Procurement Services prior to the tender closing time as per the Conditions of Tender document enclosed.
