Tender Description

This Request for Expressions of Interest (EOI) is the first stage of a two-stage process for selecting contractors to undertake removal and replacement of Combustible Cladding on sixteen buildings of two storeys or more, at thirteen Victorian Government Schools on behalf of the Victorian School Building Authority (VSBA).

In the second stage, selected shortlisted respondents will be invited to tender for the Combustible Cladding Works (CCW), which will be divided into four packages. Twelve of the schools are within the Metropolitan Melbourne area, with the remaining school located in Wodonga.

Typical combustible cladding products such as Aluminium Composite Panels (ACP), especially with a polyethylene core (PE), or Expanded Polystyrene (EPS) present a significant potential fire safety risk. The CCW will involve removal of all combustible facade elements, including claddings, linings and attachments from the selected school building facades and replacement with compliant materials which complies with all relevant statutory obligations and applicable Australian Standards and minimum standards for school design as set out in the Building Quality Standards Handbook. The CCW may also involve associated structural and general building works.

Meinhardt Australia have been appointed by the VSBA to Project Manage the EOI and Tender processes, and subsequently act as Superintendent for the Combustible Cladding Works on behalf of the VSBA.

Following this EOI, selected shortlisted respondents will be invited to tender for the CCW, which will be divided into four packages. Tenders are scheduled to be called in late February 2019, with works commencing in April 2019 and completion by mid September 2019. The VSBA expects the works will typically be carried out during usual business hours, except in the case of unmanageable risks to the health and safety of students, staff and the public.

The Works will be delivered using a Design and Construct (D&C) procurement methodology, based on performance specifications, and the form of contract will be lump sum, using the DET VSBA Design and Construct Minor Works Contract.

As a requirement of this EOI, Registrants are required to complete the enclosed Returnable Schedule to:
1. Confirm interest in submitting a Tender for the aforementioned D&C Works;
2. Provide details of the business entity that will submit the Tender, including contact details;
3. Provide copies of relevant accreditation;
4. Provide copies of insurances (Public Liability, Contract Works, Works Compensation);
5. Provide a Capability Statement providing details of similar projects and ability to undertake design and construct works on live, operating school projects;
6. Provide details of the proposed Project Team (including an organisational chart and brief CV's of key personnel and stating whether they hold current Victorian Working With Children Checks);
7. Outline any challenges / risks that the respondent anticipates from previous experience on similar projects.
