⁠⁠⁠Blacktown City Council (Council) is committed to undertake key Transformational Projects to achieve the outcomes in its 2036 Strategic Plan. The Warrick Lane Precinct is one of Blacktown City Council’s Transformational projects.

The Warrick Lane Precinct is a major land parcel located strategically on the edge of the Blacktown CBD. Council intends to develop the Warrick Lane site to deliver major economic employment and social benefits for the people of Blacktown. Given its size and strategic location, the Council is of the view that the Site can be better utilised to promote the CBD, related services and businesses. The Council envisages the proposed Warrick Lane precinct as a modern mixed-use development anchored on a new public plaza.

The works involve the construction of a public plaza, an underground car park, two mixed use buildings, a new pocket park, new streets and ancillary works including excavation and demolition and is also intended to provide the necessary services infrastructure to allow the future redevelopment of the precinct (Enabling Works). This EOI is for the Enabling Works.

This Expression of Interest seeks to identify and short-list a panel of suitably-experienced and qualified construction contractors capable of undertaking the Enabling Works.

The successful Contractor for the Enabling Works will be engaged under the AS 4902-2000 Design and Construct Contract (amended) which will be shared at tender stage for information (Construction Contract). Council may choose to novate certain consultants to the Contractor at any time before or during the Enabling Works.
