Tender Description

This Tender is invited by the Issuer.

This is an exciting opportunity to really make a difference to Transport Safety Investigation in Australia. We are looking for a highly qualified Business Analyst to draw out and document our requirements for a replacement Safety Investigation Information Management System.

The Australian Transport Safety Bureau (ATSB) is experiencing poor value from its existing outdated SharePoint environment of the Safety Investigation Information Management System (SIIMS). SIIMS is the single most critical Line of Business (LOB) ICT solution used by the ATSB as it provides end-to-end support for conducting safety investigations. SIIMS revolves around the notion of Investigation Cases pertaining to Transport Modes (aviation, marine and rail) in which above-the-line value is realised through published Reports.

SIIMS is a heavily customised system which manages the entire life-cycle of the investigation process, from initial notification through to final report publication. Any desire for functionality changes within the system are met with high cost and lengthy redevelopment projects. We require a grass roots assessment of the system with a view to delivering most of our requirements from existing COTS systems where possible.

It has been a significant period since we validated what a world class Investigation Management System (IMS) should look like. We require to retest our base assumptions and to ensure that we can best utilise current and emerging technologies. Currently, SIIMS is difficult to make even minor changes without significant redevelopment work.
