Tender Description
The Capital & Asset Services Branch of Queensland Depertment of Health seeks proposals to develop and implement a 'Lessons Learned Management Framework and Capabilities for health infrastructure projects'.
The required services inbclude:
Phase 1: Stocktake, Situation Analysis and Strategy Development
1. Assess the Customer’s current capacity and capabilities to:
a. Maximise the use of lessons learned on past and active projects.
b. Effectively manage the process of identifying, capturing, validating, documenting, recording, analysing, communicating, disseminating, utilising and incorporating lessons learned on past and active projects into future projects.
2. Assess options and develop a strategy, a roadmap and governance arrangements for developing the Customer’s capacity and capabilities to manage, and maximise the use of, lessons learned to:
a. Support continuous improvement and drive excellence in project planning, development and delivery.
b. Improve the effectiveness of project management practices.
c. Minimise variability in the application of predefined and/or standardised processes.
Phase 2: Development of a Lessons Learned Management Framework
3. Design and develop a fit-for -purpose Lesson Learned Management Framework along with the enabling governance arrangements, system/s, guidelines, processes, tools and templates.
4. Develop a detailed Execution Plan for the implementation phase (Phase 3).
Phase 3: Implementation (NOT INCLUDED IN THIS SCOPE OF WORK)
5. Lead and/or facilitate the implementation of the strategy and roadmap as well as the rollout and pilot application of the framework, systems, guidelines, processes, tools and templates.
The service does not include Phase 3 above.
