Tender Description

To implement advanced condition monitoring for ATP transponders installed on the Rio Tinto Pilbara rail network. Transponders are currently run-to-fail resulting in a high likelihood of unscheduled losses on asset failure.

Scope of work
* Portable briefcase solution to test, measure and record the following parameters during transponder replacement
* UPLINK Amplitude Jitter:
* UPLINK Instantaneous frequencies:
* UPLINK central frequencies and deviations
* UPLINK Mean Data Rate
* UPLINK Mean Time Interval Error
* Measure and record GPS coordinates of the transponder
* Compare GPS coordinates of the replaced transponder with a known database of existing transponders on the rail network; to confirm the transponder is placed in the correct location and group.
* Compare Transponder data checksum with a known database; to confirm the transponder is placed in the correct location and group.

* Track vehicle mounted solution for condition monitoring of transponders on the rail network.
* Digitise and store the balise UPLINK signal; so that we have a record and database for each transponder on the network
* On-board transponder condition monitoring hardware should be operational at speeds ranging from 0 to 200 Km/Hr
* Display exported results in a user interface software.
* Send alarms for both transponders flagged as “failed” and “likely to fail”
* Measure and record UPLINK Amplitude Jitter
* Measure and record UPLINK Instantaneous frequencies
* Measure and record UPLINK central frequencies and deviations
* Measure and record UPLINK Mean Data Rate
* Measure and record UPLINK Mean Time Interval Error
* Extract bits from UPLINK signal
* Rebuild telegrams from bits; this is important as it helps validate our database of transponder programs.
* Verify polynomial checksum bits; this is important as it helps validate our database of transponder programs.
* Verify telegram repetitions
* Mark strange/invalid bits/telegrams; this is important as it helps check invalid or incorrectly placed transponders on the rail network.
* Decode Subset26 application messages; this is important as it helps validate our database of transponder programs.
* Compare and record transponder locations with a known GPS database.
* On-board transponder condition montoring equipment to have an optional GPS, if the track vehicle doesn’t already have a on-board GPS system.
