Creative Solutions

⁠⁠⁠On behalf of the Queensland Government, Queensland Government Procurement within the Department of Housing and Public Works, (HPW) is issuing an Invitation to Offer (ITO) to establish a whole of Government Standing Offer Arrangement (SOA) for the provision of Creative Solutions to eligible Customers.

This Invitation Process will target the following key objectives:
* provide a panel of qualified Suppliers to meet eligible Customer requirements in the development and execution of Creative Solutions;
* ensure the new Standing Offer Arrangement (SOA) provides eligible Customers with access to contemporary creative thinking and approaches, and communication channels that effectively engage with and influence a diverse range of target audiences;
* establish a mix of Suppliers that provide a range of services and expertise, and represent a cross section of both larger agencies and Small to Medium Enterprises (SMEs); and
* encouraging social and community outcomes.

This initiative will not cover:
* Media buying and planning Services, refer Master Media Campaign Advertising Placement Services (DPC-18-2012) and Master Media Non-Campaign Advertising Placement Services (DPC-22-2011)
* Market and Social Research Services (QGP0035-16)
* Public relations / Strategic Communication and Community Engagement, refer Professional services, Management and Policy Tranche 3 (QGP0050-17).
