Asset Management Framework Phase 1

⁠⁠⁠The Great Ocean Road Coast Committee (GORCC) invites proposals from suitably qualified & experienced consultants to produce an integrated Asset Management Framework to suit GORCC's diverse asset base, community expectations and organisational needs. This will include:

Part A - Review of GORCC's asset base and finalising GORCC's asset management service delivery needs and objectives.
Part B - Development of an Asset Policy ensuring that a risk management approach is embedded into the Asset Management Framework.
Part C - Development of an Asset Strategy using a risk-based approach to develop an asset inspection regime and tools that allow GORCC to conduct asset condition and performance measurement monitoring.
Part D - Development of Tactical Asset Management Plans for each class of asset.
Part E - Specifications for the development of a database and procedures to capture, store and manage asset knowledge / data (set up an Asset Information Management System).
Part F - Specifications for development of a reporting functionality for the Asset Information Management System to generate annual reports with 10 year works plan that includes risk-based prioritisation of asset works and projected yearly costs for 10 years, to inform 10 year financial plan.

The Project will produce a suite of documents which clearly outlines governance and operational management of GORCC's assets, to achieve its asset management objectives. The Project will also produce Specifications for Phase 2 (set up of the Asset Management Information System).
