Tender Description
Northern Beaches Council is seeking to engage the services of a consultant to undertake energy audits of 23 Council sites. These sites include buildings, aquatic centres, depots and sporting fields.
Energy audits are to be conducted in accordance with AS 3598:2014 (Level 2 audits) and will involve, as a minimum, the following for 23 Council sites:
Obtain data and information on site conditions, operations and practices and how they impact upon energy usage.
Site visits and interviews with key staff.
Data analysis including breakdown of site energy usage, quantification of electricity base load and out of hours energy use.
Establishment of energy use Key Performance Indicators (KPIs) for each site and comparison with external benchmarks.
Recommendations to reduce overall energy usage, out of hours usage, and peak demand.
Analysis and quantification of recommended measures including energy (kWh) savings, peak demand savings (kVA), carbon savings (tonnes CO2), operational and maintenance cost savings, any cost savings from energy savings certificates generated, and calculated payback periods. This may require an energy using equipment inventory.
Report that compiles the audit information and summarises the findings, and supporting spreadsheets of analysis for each site.
It is expected that the consultant will undertake a site visit and walk through audit of each site in order to understand the sites operations and identify site specific opportunities. A variation from this methodology may be accepted if well justified in the Respondents response to this RFQ.
As well as the audit process identifying 'low hanging fruit' opportunities, Council wishes to identify innovative projects, utilising best practice technologies and processes which go above and beyond business as usual. Council is also interested in opportunities requiring further investigation.
Expected completion of works: 30 October 2018.
Site Visit:
Respondents are invited to attend a non-mandatory site visit of three sites to aid in preparing the proposal. The site visits are open to Respondents for both the Energy Audit RFQ (2018/180) and the Water Audit RFQ (2018/202). The sites are Cromer Administration Building, Warringah Aquatic Centre, Frenchs Forest, and John Fisher Park, Curl Curl. The visit will comprise a brief walk-through of each site. Note each of these sites requires both an energy and water audit.
The site visit is scheduled for 1pm Thursday 9 August 2018 commencing from Cromer Administration Building, 55 Middleton Road, Cromer, Gate C.
