Tender Description
Tenders are invited from licensed electricity retailers for the supply of electricity to Council’s street (public) lighting inventory. The total electricity usage for the street lights is approximately 12.3 GWh per annum.
Respondents are invited to submit pricing for an electricity supply agreement (ESA) with fixed peak, off peak and environmental charge rates.
To align with market pricing windows alongside internal approval processes, submissions will be assessed in a two-phase process:
Phase 1 – Non-Price Tender Response:
a) Phase 1 will evaluate submissions based on the criteria as outlined in Schedule 3 – Evaluation Criteria: Phase 1.
b) Respondents are required to complete and submit Schedule 6 – Appendix 1 – Tender Response Form.
Phase 2 – Price Tender Response:
a) Respondents who submit a compliant Phase 1 offer will receive a reminder to complete and submit Schedule 6 – Appendix 2 – Pricing – Part 2.1 (excel format).
b) The due date of submission for Schedule 6 – Pricing will be 20 August 2018.
c) Phase 2 offers will be valid for a 72 hour period from the Phase 2 submission closing time.
d) Phase 2 will evaluate submissions based on the criteria as outlined in Schedule 3 – Evaluation Criteria: Phase 2.
e) If Council proceeds to award this contract, acceptance of an offer will be communicated by email to the successful Contractor’s nominated contact name and contact email prior to the expiry of the offer. Following this email a formal letter of acceptance will be posted to the successful Contractor.
